Let's try applying some special effects to a very ordinary photo - the digital 'mugshot' that I took of your face. Use that as the starting point for these FX - make a copy of the original for each separate effect and save your favorite half dozen effects into your folder. Experiment with the Filters and Image adjustments to find some effects you like. Some of my favorites are listed below...
  1. Image>Adjust>Invert (Ctrl-I)
  2. Experiment with the curves control...
  3. Filter>Artistic>Neon glow
  4. Filter>Distort>Diffuse Glow
  5. Filter>Sketch>Chrome
  6. Filter>Stylize>Find Edges
  7. Filter>Stylize>Glowing Edges
  8. Filter>Stylize>Trace Contour

Of course, these various effects can be combined together if you like...

Photoshop isn't really designed to produce lots of special effects - there are other graphics programs that contain many more...
